These are the fixed or predictable national days. Additional half-staff periods may be ordered by the President for events like the death of a high-ranking official or national tragedies, but those are not “yearly” in a recurring sense. State governors can also issue local orders, but the above apply nationwide on federal property and are encouraged elsewhere.
